asked the Secretary of State for the Environment if he will estimate the number of households which are not insulated to acceptable standards and which will not benefit from the new 90 per cent. grant for insulation.

Precise information is not available, but the Government believe it is sensible to target assistance towards the costs of loft insulation on the households least able to afford it for themselves. Installing or improving loft insulation is generally very cost-effective, and householders with adequate means will find it in their own interest to make the necessary investment.
