To ask the Secretary of State for Northern Ireland if he will make it his policy that all Government-approved increases, particularly regional rates, public housing rents and public housing heating charges, will not exceed the recognised inflationary factor.

No. The Government recognise the significance of these costs for many households but the policy with regard to increases in charges must also have regard to overall public expenditure and fiscal considerations.
