To ask the Secretary of State for Social Services if he will estimate how many (a) pensioners, (b) unemployed, (c) chronically sick and disabled, (d) lone parents and (e) others will be receiving no increase in benefit in April; and how many (i) receive exactly the same cash payments in April 1988 as prior to April 1988 and (ii) suffer cash losses.

I regret that information is not available in precisely the form requested and could be obtained only at disproportionate cost. The available information is shown in table 7A of the "Impact of the Reformed Structure of Income-Related Benefits" which was published at the time of the uprating statement on 27 October and a copy of which is in the Library.
