To ask the Secretary of State for Defence what steps he takes to ensure that Mr. Frank McGrath, assistant director of technical costs in his Department is not in breach of his contract with the Government as a result of his appointment as an instructor of courses run by Lion International, or in breach of any requirement for confidentiality on matters relating to his Department.

Departmental procedures require staff wishing to publish articles or give lectures to seek prior approval. The text of any material to be published, or lecture notes, are also cleared before hand. Mr. McGrath sought and obtained approval to give a talk, in his own time, at a seminar run by Lion International, in March 1986, and has given similar talks since then. No breach of contract or confidentiality is involved.
