To ask the Minister of Agriculture, Fisheries and Food if he will make a statement explaining the operation of stabilisers in the common agricultural policy reforms proposed by the Commission, and what effect they will have on the availability of export rebates for food not taken into intervention.

[holding answer 26 November 1987]: The Commission's proposals are generally for guarantee threshold mechanisms. These relate support to specified quantities. There are no proposals affecting the availability of export refunds. Effective stabilisers should reduce the need to export surpluses and should have a beneficial effect on export refund expenditure.
