To ask the Secretary of State for the Home Department if, when he next meets the chairman of the Independent Broadcasting Authority, he will discuss with him the criteria the authority uses in determining whether an individual television company is conforming to its franchise conditions when it is unable to provide a full programme service as a result of an industrial dispute; and if he will make a statement.
