To ask the Secretary of State for Transport (1) what steps he will take against haulage companies registering vehicle fleets in Europe in order to avoid United Kingdom regulations on side guards and splash spray devices;(2) what estimates are available to him of the percentage of United Kingdom haulage companies and other vehicle fleet owners registering fleets in Europe to avoid United Kingdom transport safety regulations.

We do not have information about the motives of haulage companies or other vehicle fleet owners who choose to register vehicles abroad.
