To ask the Secretary of State for Foreign and Commonwealth Affairs what instructions have been given to the United Kingdom representative to the Committee of Ministers of the Council of Europe on its response to the Parliamentary Assembly of the Council of Europe's resolution 872 (1987) on the situation of the Baltic peoples; and if he will make a statement.

We were pleased to note that the resolution generally accorded with our policy. We have not recognised de jure the incorporation of Estonia, Latvia and Lithuania into the Soviet Union, because of the way in which it was carried out.
