To ask the Secretary of State for Northern Ireland if he will make a statement on why Mr. Robert Cooper, chairman of the Fair Employment Agency for Northern Ireland, has attempted to block publication of an article in the Journal of Social Policy, written by one of the agency's former consultants, that details how the original report of the agency's investigation of the Northern Irish Civil Service came to be altered by the Civil Service itself.

This is a matter for the Fair Employment Agency, which is an autonomous body operating within the terms of the Fair Employment (Northern Ireland) Act 1976 and independent of the Government.
