Local Authorities (Bartering Agreements)

To ask the Secretary of State for the Environment if he has anything to add to his statement on 9 March, with particular reference to bartering agreements between local authorities and property developers.

It is my right hon. Friend's intention to table amendments to the Local Government Finance Bill to secure that where a local authority acquires properly, or where works or improvements are carried out to local authority property, in return for valuable consideration, prescribed expenditure will be scored regardless of whether the consideration is or is not in money.
