To ask the Secretary of State for the Environment what is his estimate of the number of people in Stoke-on-Trent, North who have ceased to be eligible for grants under the home insulation scheme which came into force on 1 February; and what percentage of those are on low incomes.

The information is not available. For householders with adequate means, loft insulation is a very cost-effective measure which pays for itself very quickly. The new scheme provides a 90 per cent. grant, up to an increased ceiling of £137, to eligible householders on low incomes, that is, those in receipt of supplementary benefit, housing benefit or family income supplement.
