To ask the Minister for the Arts what representations he has received, prior to February 1988, from library authorities about making library services to local old people's homes the subject of competitive tendering.

To ask the Minister for the Arts what evidence he has of a desire by library authorities to make library services to local retirement pensioner homes subject to competitive tendering.

None so far. Library services to old people's homes is one example of services which, I suggest in my Green Paper, might be put out to competitive tender. The Government want to encourage library authorities to contract out services where this will produce greater efficiency or economies of scale.
