To ask the Secretary of State for Wales what assessment his Department has made of the impact of recent changes in housing benefit and rate rebates on people in Wales who were previously in receipt of a 100 per cent. rate rebate.
Mr. Peter Walker
The hon. Gentleman will be aware that this is primarily a matter for the Secretary of State for Social Services. He has made clear in his recent announcement that the combination of changes in housing benefits and other allowances will mean that overall around nine out of 10 recipients of income-related benefits will have either gained or have no change in their cash benefits.
