To ask the Secretary of State for Transport what studies his Department has made of the road safety factor arising from the use of car phones by drivers; and if he will make a statement.

None.We fully recognise the risks involved in using hand-held telephones on the move. That is why the revised "Highway Code" now says hand-held microphones or telephone handsets should not be used when driving.Legislation places clear responsibility on all drivers to have proper control of their vehicles at all times. Drivers who can afford car telephones, can afford models which do not have to be held.
