To ask the Secretary of State for Wales if, pursuant to his answer to the hon. Member for Pembroke (Mr. Bennett) of 10 May, Official Report, column 72–3, he will give the average domestic rate bill payable per household for 1988–89 in each local authority area in Wales and the initial safety-netted community charge payable.

Illustrative figures are given in the following table. The figures shown for each district area include the county council and community council precepts. Each county figure is the average of the total precepts of all the councils in that county area.

(1) These figures are provisional, and will be updated in due course with better information which has now been received from all local authorities. No allowance has been made for the transitional safety-net arrangements. The calculations are based on present needs assessments which are under review.

(2) Average rate bills per household are on a basis comparable with the community charge figures and exclude any use of balances. Households are defined, for this purpose, as domestic hereditaments.
