To ask the Secretary of State for the Environment if he will give urgent consideration to exempting registered funding co-operatives from the requirements set out in his Department's circular 31/88; and if he will make a statement.

Housing Corporation circular HC31/88 sets out the financial viability tests the corporation applies where registered housing associations seek consent for private loans. The criteria in the circular are of a general nature and the corporation is prepared to relax them in appropriate circumstances.
