To ask the Secretary of State for Scotland if he will name the county councils and district councils in Scotland which do not conform to regulations in respect of emergency control centres in accordance with the Civil Defence (General Local Authority Functions) Regulations 1983.

No. The progressive establishment of local authority emergency control centres features in regular discussions between the Scottish Home and Health Department and local authorities. Almost all Scottish authorities have designated emergency control premises, some of which are fully operational. Others require further work to meet the minimum standards set in departmental guidance.
