To ask the Secretary of State for the Environment if he will make it his policy to introduce legislation requiring planning consents for retail stores to include practicable provision for the collection of re-usable materials.

We do not at present propose to introduce such legislation but planning authorities should bear in mind the benefits to the local community in arranging for such facilities to be considered where practicable at an early stage in the planning of retail facilities.
