To ask the Secretary of State for Transport what plans he has to increase freight transport by the waterways to ease the demand by heavy goods transport on the roads; and if he will make a statement.

It is for customers to choose the mode of transport best suited to their needs. The role of Government is to ensure that fair conditions of competition exist between the modes.
