To ask the Secretary of State for Trade and Industry if he will examine the regulations governing the content of waste newsprint in tissue products.

[holding answer 13 February 1990]: There are no regulations governing the content of waste newsprint in tissue products. Members of the Association of Makers of Soft Tissues do, however, abide by an industry code of practice which recognises that recycled paper in various forms is a satisfactory substitute for virgin woodpulp after proper selection and treatment. An advisory group set up by the Department is currently examining ways of increasing the utilisation of waste paper in all products.
