To ask the Secretary of State for the Environment what are the reductions in local authority reserves and balances for 1989–90 and those assumed for 1990–91.

To ask the Secretary of State for the Environment what are the net income levels planned for Property Services Agency services for each of the next three years from 1 April.

The net income of PSA Services in the years 1990–91 to 1992–93 will depend on the volume of business won in competition. For planning purposes it is currently

Local authorities have planned to use £625 million of rate fund revenue account balances and £162 million of housing revenue account balances in 1989–90. Information on planned use of balances in 1989–90 on other accounts is not available.In 1990–91 it has been assumed for the purpose of calculating the community charge for standard spending that authorities do not make any use of rate fund revenue account balances. No assumptions have been made about the use of housing revenue account balances in 1990–91.
