Order for Second Reading read.

With the agreement of the proposer, Friday 4 May.

On a point of order, Madam Deputy Speaker. Does it not seem rather odd that, on a day when Ministers are making contradictory statements about the future of the poll tax, when we have an opportunity to debate it in the House, another Minister objects? One Minister says that the Government will change it, the Prime Minister's Parliamentary Private Secretary says that they will change it, yet he is trying to stop it. We have reached a tidy state of affairs.

Order. We have heard that point of order twice already this morning, and it is not acceptable.
