To ask the Secretary of State for Foreign and Commonwealth Affairs whether he granted permission to Professor Peyton Lyons to reproduce extracts from the transcript of Anthony Blunt's interrogation in his report to the Canadian Department of External Affairs entitled "The Loyalty of E. Herbert Norman"; and if he will make a statement.

[holding answer 5 April 1990]: The Lyons report was a Canadian Government matter. No consultation took place with the United Kingdom authorities before it was published.
