To ask the Secretary of State for Northern Ireland what areas listed in the deprivation supplement to the basic practice allowance are covered by those designations which do not refer to electoral wards; and what are the criteria for selecting areas other than strictly by electoral ward.

[holding answer 23 May 1990]: None. All the areas designated are based on electoral wards.

To ask the Secretary of State for Northern Ireland if he will make a statement on the deprivation supplement to BPA in Northern Ireland as to why a proposed formula and area list circulated among general practitioners prior to the contract date was withdrawn; and what are the differences between that formula and list and those which have now been decided.

[holding answer 23 May 1990]: Following consultations with the General Medical Services Committee (Northern Ireland) agreement was reached on 25 January 1990 on an index of deprivation to be used to calculate the deprivation supplement to BPA. Subsequently representations were made to the Department of Health and Social Services that the index could operate unfairly in Northern Ireland because variables for the "under fives" and "unskilled working population" had been omitted. These groups had been subject to under-enumeration in the 1981 census. An exercise to refine the Northern Ireland index was carried out. This exercise has been completed and agreement on a revised index using other sources of data was reached on 25 April with GMSC(NI). The variables used in both indices were:
