To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement with regard to the Panamanian human rights record.

Although there are continuing problems of law and order, our information is that the recently restored democratic Panamanian Government observe normal internationally accepted practice on human rights issues.
