To ask the Secretary of State for the Home Department when he hopes to be able to reduce the number of hours each day during which prisoners are confined to their cells.

The improvement of the regime for prisoners, which includes reduction of the hours spent locked in cells, is a continuing objective of the Prisons Board. Last year the average time prisoners spent on regime activities increased by three hours per week.
