To ask the Secretary of State for Wales if he will estimate the cost of creating and running a new county council for all of Wales with 26 councillors and remit to administer the functions now carried out by his Department; and if he will make a statement.

I find the proposal in question insufficiently well developed to justify asking my Department to attempt such an estimate.
