To ask the Secretary of State for Scotland what is the estimated route rate of return currently anticipated from the upgrading of the A74 from existing dual carriageway to motorway.

[holding answer 21 May 1990]: Of the length of the A74 to be upgraded, three sections have so far been appraised in detail. The rate of return on these three sections together is estimated at approximately 14 per cent. in real terms, that is, 14 per cent. over and above the rate of inflation.
