To ask the Secretary of State for Education and Science what information he has on (i) the amount of expenditure made by each local authority on nursery education in nursery schools, nursery classes and reception classes and (ii) the average unit cost per place in each local authority.

The latest available data on expenditure by local authorities on nursery schools comes from returns made to the Department of the Environment on spending in 1986–87. The details are set out in the table. Subsequent returns have not separately identified spending on nursery schools, nursery classes or reception classes. The DES chapter of the annual public expenditure White Paper shows the sums within outturn spending attributed to provision for under-fives nationally, and the allowance within grant settlements for such spending—see tables 11.2 and 11.6 of Cm. 1011.

1 Net Institutional Expenditure includes the cost of salaries and wages, premises and certain supplies and services. It does not include the cost of school meal, central administration and inspection, dept charges or revenue contributions to capital outlay.

2 The figures are based on local education authority expenditure returns to Department of the Environment and pupil number returns to Department of Education and Science.
