To ask the Secretary of State for the Environment what proposals he intends to put forward at the United Nations Environment Programme governing council meeting in Nairobi on 1 to 3 August.

I shall be attending the special session of the United Nations Environment Programme governing council from 1 to 3 August which will consider priority evolving environmental issues. I will be calling for international support for action on major issues such as climate change, the ozone layer and biodiversity. I will also seek to ensure that the governing council sends a strong message to the preparatory committee for the 1992 United Nations conference on environment and development about the major issues facing the world today.
