To ask the Secretary of State for the Environment what considerations concerning the effect on services he took into account in deciding the level of the community charge cap for Avon county council.

Avon's final cap represents my right hon. Friend's view of what is achievable and appropriate in all the circumstances of the county council on the basis of the information before him. It is for Avon to decide what action to take to live within its cap.
