To ask the Secretary of State for the Environment what proposals he has to seek to establish Europe-wide controls on the transport of toxic waste.

Movement of hazardous waste involving EC member states is regulated by national law implementing the relevant EC directive. The Government have urged the Commission to bring forward proposals quickly to amend this directive to give effect to the global system of controls to be established under the Basle convention. The Government have also taken a lead in proposing measures to reduce transfrontier movements of waste to the environmentally justified minimum and as a result EC Environment Ministers agreed earlier this month to aim for self-sufficiency in waste disposal facilities.
