To ask the Secretary of State for Transport what steps he is taking to encourage further private sector participation in the provision of rail services.

In December 1989 the Government set the British Railways Board the objective of increasing further the contribution of the private sector where this enabled more cost-effective and competitive services to be provided. For the longer term we are continuing to consider the privatisation of British Rail.
