To ask the Secretary of State for Social Security if he will review the criteria governing the award of mobility allowance so that dependent blind persons who are unable to enjoy any mobility may qualify.

In April this year we extended mobility allowance to people who are both deaf and blind. Our proposals set out in "The Way Ahead: benefits for disabled people" (Cm. 917) will extend help to less severely disabled people of working age and below and will benefit many people with sight disabilities who are not independently mobile.
