To ask the Secretary of State for the Environment what was the national increase in the business rate poundage in real terms in the 10 years to 1989โ€“90.

In the period 1979โ€“80 to 1989โ€“90 locally set non-domestic rate poundages in England rose by an average of 37ยท4 per cent. more than the retail prices index. This contrasts vividly with the new system under which the national non-domestic rating multiplier cannot rise by more than the rate of inflation.
