To ask the Secretary of State for Foreign and Commonwealth Affairs what progress was made during last month's European Council meeting in drawing up an agenda for the forthcoming EC intergovernmental conference on political union.

The Dublin European Council in June agreed that the intergovernmental conference on political union should adopt its own agenda. The 27–28 October European Council in Rome discussed the preparations for that IGC. My right hon. Friend the Prime Minister made a statement on the outcome of that meeting to the House on 30 October.
