To ask the Secretary of State for Employment what information he has on the percentage of training and enterprise council staff who were formerly civil servants.

A total of 46 training and enterprise councils were operational at 14 January 1991. The number of staff who have resigned from the civil service to take up direct employment with their training and enterprise councils is four (0·2 per cent.). This compares with 2,455 (94 per cent.) seconded civil servants who are working for these training and enterprise councils.
