To ask the Secretary of State for Scotland whether the plans announced on 9 November for a programme of investment in local authority recycling facilities will be implemented in Scotland.

In Scotland capital expenditure allocations are not identified separately for local authorities' waste disposal and recycling activities. It is for local authorities to make my right hon. Friend aware of their intention to incur expenditure on recycling facilities through their financial plans. Where authorities have identified such projects in their plans, priority has been given to these projects when consent allocations have been determined.
