To ask the Secretary of State for Health what assessment he has made of the financial implications for local authorities of the increased use of special agency placements by social services departments.

In deciding on appropriate finance for local authorities the Government take account of local authorities' assessments of the cost to social services departments of changes in policy, demand and demography.
