To ask the Secretary of State for Health what guidance he has issued to the newly established hospital trusts on whether they need a salaried chairman and or; how much remuneration should be paid for a particular input of time or expertise; and if he will make a statement.

Under the National Health Service and Community Care Act 1990, each NHS trust is a corporate body with a board of directors including a chairman who is appointed by my right hon. Friend the Secretary of State and receives remuneration for his work. Chairmen are expected to commit up to three and a half days per week to their duties for the trust. The amount of remuneration (which is shown in the table) is determined by my right hon. Friend the Secretary of State, based on the reported revenue expenditure of the trust. Guidance on the membership and proceedings of NHS trusts was issued to potential NHS trusts in November 1990 together with the NHS Trusts (Membership and Procedure) Regulations 1990.
