To ask the Secretary of State for Wales, pursuant to the statement of the Parliamentary Under-Secretary of State of 17 July, Official Report, column 411, on consultation with the people of Wales on the cost of a Welsh Assembly, what is his policy on the holding of a referendum on the matter.

The same evidence on cost was available before the referendum on 1 March 1979, when 956,330 people in Wales voted against a Welsh Assembly and 243,048 in favour.
