To ask the Secretary of State for Education and Science what will be the cost in a full year of the proposals on pages 13 and 14 of the White Paper "The Citizen's Charter", Cm. 1599.
Mr. Kenneth Clarke
I expect that the proposals will be contained within planned expenditure. The charter proposals will also inform discussion of future expenditure plans.
