To ask the Secretary of State for Scotland when he hopes to provide a substantive response to the letter of the hon. Member for Greenock and Port Glasgow to the Lord Advocate, dated 30 October, concerning the legal right of an individual to raise a civil action in the High Court; and if he will make a statement.

My noble and learned Friend the Lord Advocate has today written to the hon. Member in response to his letter dated 30 October.
