Secure Accommodation

To ask the Secretary of State for Health if he will introduce an additional option for accommodating children midway between secure accommodation and open children's homes.

If a child needs to have his liberty restricted it should be in premises which can hold him safely and securely and in accordance with the statutory safeguards provided by section 25 of the Children Act 1989.
