To ask the Secretary of State for Scotland whether spent nuclear fuel allocated to the dry storage facility planned for the Scottish nuclear power plant at Torness will be subject to the EC proposal for a Council directive (COM(90)328 final) amending EC directive 80/836/EURATOM.

The draft of EC directive COM(90)328, which is still being discussed by the Council of Ministers, relates to the control of shipments of nuclear material. The effect of any directive on any dry storage of spent fuel is therefore speculative. No formal application to construct spent fuel storage facilities at Torness is before the Secretary of State.
