To ask the Secretary of State for Scotland if he has any proposals for a supplementary financial allocation to the Scottish Arts Council and Edinburgh district council in order to allow the meeting of the Council of Ministers in Edinburh to be marked by a range of cultural events; and if he will make a statement.

[holding answer 12 December 1991]: I have no such proposals. These and other bodies may however be eligible to receive limited support for particular projects from funds set aside to promote events associated with the United Kingdom's presidency of the Community. I hope that a wide range of cultural events will be included in the celebrations of Edinburgh's prominent role as the city which is to host the meeting of the European Council of Ministers in December 1992. My officials will be meeting representatives of relevant Scottish organisations early in the new year for further discussions on the part which these organisations intend to play.
