To ask the Secretary of State for Transport when he expects to reply to letters from the hon. Member for Harborough of 15 March 1991 and 30 September 1991, forwarded to him by the Department of Social Security, about the concern of the hon. Member's disabled constituent of Northleigh grove, Market Harborough, about the effect of vehicle excise duty changes on mobility allowance.

I received a letter from my hon. Friend, dated 5 March 1991, in which he raised a question on behalf of his disabled constituent about the effect that abolition of vehicle excise duty (VED) would have on disabled people who are currently exempt from paying this duty. I replied to that letter of 15 April 1991. I am sending my hon. Friend a copy of my earlier reply.
