Rent Arrears

To ask the Secretary of State for Scotland if he will provide, in relation to rent arrears for each district and islands council in Scotland for 1985–86 and each succeeding year for which the information is available (a) the number of tenants in arrears and this figure as a percentage of all local authority tenants, (b) the average and total amounts due and (c) the total amount as a percentage of local authorities' revenue from rents.

[holding answer 28 January 1992]: The available information is shown in the following tables, which should be read in conjunction with the following notes:

(1) Information on local authority rent arrears relates to the amounts outstanding on a particular date rather than to financial years.

(2) Until 1988, rent arrears information was collected from local authorities on the basis of the position at 30 September. Thereafter, it has been collected on the basis of the position at 31 March. No information on rent arrears on any date in 1989 was collected.

(3) Column 1 in the tables shows the number of local authority tenants who were in arrears of rent on the relevant date shown at the head of the table.

(4) Column 2 in the tables shows for each local authority the number of tenants in arrears expressed as a percentage of the total number of tenants of that authority.

(5) Column 3 in the tables shows the average arrears per tenant (in £) of those tenants in arrears.

(6) Column 4 in the tables shows the total amount of arrears outstanding (in £ million) for each authority on the relevant date shown at the head of the table.

(7) Column 5 expresses the corresponding figure shown in column 4 as a percentage of the standard rental income for the financial year in which the relevant date at the head of the table occurs.
