To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the forthcoming CSCE Helsinki follow-up meeting and the summit meeting in July; and what are Her Majesty's Government's proposals for them.

Her Majesty's Government attach importance to, and will play a constructive part in, the CSCE follow-up meeting in Helsinki from March to July 1992. Her Majesty's Government will work to promote stability, human rights, democracy and economic transition in the participating states; we will also advocate increased emphasis on the implementation of CSCE commitments and the further development of CSCE institutions in order to help achieve these objectives.
