To ask the Secretary of State for Foreign and Commonwealth Affairs what proposals are being developed by his Department's Overseas Development Administration for submission to the United Nations Conference on Environment and Development in June.

My Department contributes to the Government's preparations for UNCED, which are led by the Department of the Environment. Proposals to be discussed by world leaders at the UNCED are the subject of intergovernmental negotiations in the UNCED preparatory committee, which is meeting in New York from 2 March to 3 April. ODA officials are included in the United Kingdom delegation, and the ODA has contributed to submissions made by the United Kingdom to earlier meetings of the preparatory committee, including on population and the environment, and technology transfer.
